To qualify as one of the top ISPs in the country in this survey, an ISP must appear to score 3% or more of the total test data taken during the three-month period. For example, EPB, a provider in Chattanooga, Tennessee, boasts the nation’s fastest residential Internet plan at 25 Gbps (or 25,000 Mbps). But since it’s only available in this part of the country, it won’t appear on the national list (although it certainly topped Tennessee’s).
It should also be noted that the 3% threshold is based on data from tests administered by customers across the country, not just whether the provider covers 3% of the country. T-Mobile Home Internetfor example, is now available to 60% of the country, according to Telecom Market Report 2022 It was released by the FCC in December 2022. However, its customer base, which had grown to over 2.6 million subscribers, wasn’t large enough to be considered for that top list.
Ookla’s speed test information does not use the average (or average) of its dataset but the median, which attempts to better represent what the average user might experience.

Although the Spectrum’s speed test results with Ookla netted an average download speed of 235Mbps, that doesn’t equate to every Spectrum subscriber getting at least 235Mbps. It also doesn’t mean that some Spectrum subscribers won’t see faster speeds than that – Spectrum offers a gigabit plan with download speeds of 940Mbps. It’s simply a good snapshot of what the average American customer might experience with their internet service.
Will the Spectrum stick to this prime spot? Can Xfinity bounce back? Or will Cox, who took the lead from April-June 2022, find his way back to the top? We’ll be watching to see what happens with our 2023 Q2 results.
